The Organisation for Economic Co-operation and Development (OECD) Programme on the Circular Economy in Cities and Regions and the Circular Cities and Regions Initiative (CCRI) of the European Commission are investigating: the state of the art of the circular economy in cities and regions in the European Union (EU); the territorial deployment of EU circular economy policies and plans (e.g. the European Green Deal, the Circular Economy Action Plan); the challenges and the opportunities to accelerate the transition from a linear to a circular economy.

Results of the Survey will inform the flagship OECD report on “The Circular Economy in EU cities and regions”, to be launched in April 2025 at the 7th OECD Roundtable on the Circular Economy in Cities and Regions.

The OECD Programme on the Circular Economy in Cities and Regions aims to support national and subnational governments in their transition towards the circular economy through evidence-based analysis, multi-stakeholder dialogues, tailored recommendations and customised action plans.

The Circular Cities and Regions Initiative (CCRI) of the European Commission (DG Research and Innovation) supports the implementation of circular systemic solutions in EU cities and regions, as well as the development of new circular business and governance models. It offers capacity-building and peer-learning activities, including thematic working groups and webinars. It also provides funding for demonstration projects as well as project development assistance (in the form of grants under the Horizon Europe programme).

STRUCTURE OF THE QUESTIONNAIRE

  1. Why your city/region is willing to transition from a linear to circular economy;
  2. Who does what on the transition towards a circular economy in your city/region;
  3. State of the art of the circular economy transition in your city/region;
  4. How the circular economy is implemented in your city/region;
  5. Perception on the level of advancement of the transition from a linear to a circular economy in your city/region;
  6. Key obstacles and forward-looking strategies to a circular economy in your city/region.

INSTRUCTIONS FOR RESPONDENTS

You are kindly requested to:

  1. Provide your contact details for follow-up in case clarifications are needed.
  2. Try to answer all the questions in the survey, including open ones.
  3. Make reference to concrete examples as often as possible.
  4. Provide sources links to websites and documents in English.

Kindly note that:

  • Responses will be treated quantitatively and qualitatively for the analysis;
  • You might need to consult other actors in your city/region to respond to some questions, if relevant.
